Manage user roles and state assignments. State admins can only manage data for their assigned states.
Disable an account to block sign-in while keeping its attribution; delete only removes accounts that have contributed nothing.

Sign-in emails
Every sign-in link sent or made. Accepted means our mail server took
the email, not that it arrived: it can still land in spam or be blocked by the person's institution.
Opened is the only proof it got through. If it hasn't been opened, re-send it, or make a link
and send it to them yourself. Links lead to the site you are on now.
